Education Law Center – PA (ED-CAP)

The Education Law Center (ELC) is a nonprofit legal-advocacy organization working to ensure every child in Pennsylvania has access to a quality public education. Through its Education Client Assistance Program (ED-CAP), ELC provides information, referrals, and legal advice to families free of charge, and takes direct representation in a limited number of cases with the potential to impact many students. ELC also publishes a detailed free guide to special-education rights in Pennsylvania.
